Skin AsthmaAsthma skin?

I have some small red marks, spots, like freckles on his arms. I had three years back and the red marks do not go. Dermatologist told me that it is a skin asthma. Can you explain what the skin is asthma and what are the ways to address them. My dermatologist gave me some skin creams, but it failed.
