Red Patches On Skin

The problem is with the skin on my face. I rarely stains. Maybe 2 or 3 per year, just before my period. My skin can also be very dry, especially in winter. Recently, it has been unusually dry, even if I moisturize twice or thrice a day. Recently I had alternating patches of red spots on my face. Sometimes they are on my chin, other times on my cheek, and sometimes my forehead. They fade in the day, but new ones appear the next day. Any idea what this could be? Thank you

It could simply be due to cold weather. I use Nivea cream in the night that my skin becomes dry and were very red dry skin under my chin. Nivea has contributed to its worth a try.
