"The greatest threat to sustainable development in Western Australia is the lack of a vision for growth. The Minister of Training, the Hon Peter Collier MLC gave a clear commitment to the importance of training and development in this state, "Mr Howard - Smith said. "Capacity building, training and workforce planning are essential to the economic prosperity of the state and the creation of a department solely committed to this will ensure the emphasis on these issues," he said.
